Back to the list of tile improvements The Lumber Mill is a standard tile improvement in Civilization VI. It can be built only on tiles with Woods. In the Gathering Storm expansion, the Lumber Mill is unlocked with Construction and can be built on tiles with Rainforests after researching Mercantilism.
It also has the advantage of not requiring the Woods or Rainforest to be cleared from its tile as a Mine does unless the tile also contains a resource, which has more implications than just the diminished Appeal in Gathering Storm.

Oct 31, After you get the Conservation civic (early modern era) you can make new growth forests that give zero production for harvesting, but add 1 production and allow the lumber mill. Once you get this you should cut down all your old growth woods that are not part of a park and replace with new growth and pop a mill on takedownstump.barg: lumber yard.
Nov 26, I used to be able to clear forest outside of city limits, but all of a sudden in the last two games I've started, my workers can't clear any forest or floodplain or jungle unless it's within the city limits. a civilisation would never chop down a forrest to provide lumber for production. Sep 15, Gosh. Let's just say that the designer didn't want to make the game a widely-chosen game because there are one strategy so mindless and overpowered that there was no other choice. Regard to population, it is even more brutal. In Vanilla, 6~8 pops was the preferred configuration in large cities, whereas 2~4 was preferred in later small takedownstump.barg: lumber yard.
Then, later in the game, when my builders have at least 6 charges (Liang+builder policy), and lumber mills get more production, I plant forests to make lumber mills. Also I try not to buy builders with gold early, so they are cheaper to buy later in the game when I don't have to worry about gold.

When you're felling trees and limbs, you're cutting against the grain. With a sawmill, you are cutting with the grain to create lumber. The quality of your saw cuts will depend on the type and sharpness of your chainsaw chain.
Standard saw chain is designed for speed and cross-cutting, but when it's used with a mill, cuts will be jagged and rough. With the Conservation civic, you can plant your own trees and build a lumber mill so it doesn't matter as much.
Once they are considered Old Growth they gain one appeal on their own tile, but not until the Modern Era when you gain Conservation.
The production civ 6 clear trees or make lumber yard you get from natural trees can be more valuable than a few builder charges and a few turns of lost adjacency bonuses. Quarries and Pastures are also better so.
